The Harry Gwala Development Agency (HGDA) is an entity of the Harry Gwala District Municipality established with the specification mandate to augment growth and development within the Harry Gwala district. The HGDA is located in the South West of the KwaZulu–Natal of South Africa in Ixopo and serves the four municipalities that make up Harry Gwala District Municipality.

The HGDA is dedicated to fostering sustainable development and improving the quality of life for the resident of the Harry Gwala District in KwaZulu-Natal, South Africa. The Agency is to set up to develop the teamwork between public sector, private sector and civil society and to provide meaningful and effective use of local resources to accelerate regional development.
The objective of the Agency is to package high impact, catalytic projects by attracting domestic and foreign investments, with an intent to grow the district economy, job creations and poverty alleviation.

Commercialisation of Sani Pass
This project aims to convert the Sani Pass Tourist border post into a commercial border post to boost trade between South Africa and Lesotho. This initiative will streamline the transport of goods and benefit local economies.
Multipurpose Sports Center
Located in UMzimkhulu, this project aims to build a state-of-the-art sports center with world-class amenities to introduce professional sports codes and stimulate local economic growth. Phase 1 of this project is practically complete.
Rising of the Kempsdale Dam Wall
This project involves upgrading the Kempsdale Dam wall to increase its capacity from 215,055 cubic meters to 2,140,000 cubic meters. This will ensure an adequate water supply for the Greater Kokstad sub-region until 2040. The dam expansion also provides the potential for hydroelectricity generation and tourism activities like canoeing and fishing.

    THE Harry Gwala SMME Pitch Session

    HGDA attended the Harry Gwala SMME Pitch Session, hosted by SEDFA and EDTEA, where local SMMEs competed for a R50,000 budget. The funding was targeted for Youth, Women, and People with Disabilities. Four winners were selected: two youth, one woman, and one person with a disability. The HGDA remains committed to empowering local entrepreneurs and supporting such partnerships.
